Residence permit application forms
The residence permit application form may be submitted at a Finnish embassy abroad or to the local police in Finland. The handling of permit issues in the police departments of some of the larger Finnish cities has been concentrated at a separate department for immigration affairs. Contact your local police to find out which service point in the area provides licence services.
The form must be completed and the necessary appendices arranged before submitting an application to a Finnish mission or to the local police.

N.B. To apply for registration of EU citizens’ or for EU citizens' family members’ residence cards, you must use other forms and leave the application to the local police. These forms are available at the address www.poliisi.fi (in Finnish). You can apply for registration and residence card also electronically.
A fee is charged for the processing of each application.

A photo of the applicant must be appended to the residence permit application. This photo must comply with the passport photo guidelines issued by the police and must not be more than six (6) months old.

This form is for you if you are applying for your first Finnish residence permit on the basis of family ties. You are the guardian of a child under 18 years of age who is living in Finland on a residence permit or is a Finnish citizen. You intend to move to Finland and to lead a family life with the child.

This form is for you if you are applying for a first Finnish residence permit for a child under the age of 18 on the basis of family ties. The purpose of the application is that the child intends to move to Finland and to lead a family life with his/her guardian. The application may be filed by the child with his/her guardian abroad. The child must be unmarried for a residence permit to be granted on the basis of family ties between parent and child.
A clarification of family ties must be submitted with this form: a sponsor in Finland must use form PK4_plus and a guardian with the child abroad must use form PH4_plus. However, the clarification of family ties is not needed if the child is applying for a residence permit simultaneously with his/her guardian.

This residence permit application form is for you if you are applying for a residence permit for a child who is a foreign citizen and who is to be adopted in Finland (intercountry adoption). The Finnish adoption board has approved the adoption.
This application form should not be used in the case of private adoption. When applying for a residence permit for private adoption, please use the form OLE_MUU (Other grounds)

Residence permit application for other family member

This form is for you if you are applying for the first Finnish residence permit on the basis of family ties as a family member other than a spouse, or on the basis of guardianship of a minor. Your family member living in Finland is a Finnish citizen or a refugee or has been issued a residence permit on the grounds of subsidiary protection, humanitarian protection or temporary protection. The purpose of the application is to allow you to resume your close family life or the fact that you are fully dependent on the family member living in Finland. It is further required that denying a residence permit would be deemed unreasonable from your point of view.
In addition to this form, your family member living in Finland must fill in the form PK5_plus to respond to questions concerning family ties. Enclosing the clarification form with the application proper will make processing of the application quicker.

Working

This residence permit application form is for you if you intend to come to Finland to be a self-employed person. As a rule,
a self-employed person must register his/her business with the Trade Register at the National Board of Patents and Registration before a residence permit can be issued.
The following are considered self-employed persons for the purposes of this application:
− a self-employed private entrepreneur incorporated as a toiminimi
− a partner in a partnership (avoin yhtiö)
− the general partner in a limited partnership (kommandiittiyhtiö) (not a sleeping partner)
− a member of a cooperative (osuuskunta) who has unlimited liability for refinancing (the unlimited liability for refinancing must be entered in the Trade Register)
For the purposes of this application, a person is not considered self-employed if he or she is employed in the service of a limited company of which he or she is the owner, not even when in possession of the entire share capital.

This residence permit application form is for you if you are coming to Finland to work for a Finnish employer or other employer operating in Finland and you have signed an employment agreement or accepted a binding job offer. This form is for applying for a residence permit for workers and other work-based residence permits for which there is no separate form (see forms OLE_TY2/Special expert, OLE_TY3/Internship and OLE_TY4/Sports or sports coach). A residence permit for workers is contingent on consideration related to availability (Aliens Act, section 72(1)).

This residence permit application form is for you if you have signed an employment contract with a company operating in Finland or have accepted a binding job offer with same and you are a special expert, a consultant, a trainer, a teacher or a member of corporate middle or senior management. A special expert is a person who has been hired to work in Finland in duties requiring special expertise (‘highly skilled worker’). In general, this means that you are required to have a Master’s degree or equivalent qualification.

This residence permit application form is for you if you are coming to Finland for work or an internship which
− is based on an intergovernmental agreement (e.g. Working Holiday for citizens of Australia and New Zealand); or
− is included in an exchange programme run by non-governmental organizations; or
− involves the transfer of a person with a university degree within the same company. -
This residence permit application form is also for you if you are between 18 and 30 years of age and you are coming to Finland for an internship, and
− you are studying the Finnish or Swedish language at a university abroad; or
− the internship is in a field matching your studies or your qualifications. -
The maximum length of an internship is 12 months or 18 months, depending on the grounds cited.

This residence permit application is for you if you are intending to travel to Finland to work as an au pair in a family.

The purpose of an au pair position is to provide a young person (aged 17 to 30) an opportunity to become acquainted with the language and culture of the target country in exchange for performing light housework duties. The purpose of an au pair position is not to gain a household employee. Domestic servants must use the form OLE_TY1 to apply for a residence permit. Generally, prospective au pairs are required to have studied or taken an interest in Finnish or Swedish language or culture, for instance Finnish history or politics. The working hours of an au pair must be set so that he/she will have the opportunity to take classes in Finnish or Swedish while in Finland.

The maximum duration of residence on au pair status is one year.

This residence permit application form is for you if you are applying for a residence permit for a reason which is not one of the reasons for which a separate application form exists. Note that an application form does exist for the following: adoption, au pair status, self-employment, former Finnish citizenship, employment as a special expert, studies, remigration, scientific research, internship, employment, sports or sports coaching, family ties. You should use this form when the reason for your residence in Finland is something other than those listed above and you are yourself paying for the cost of your residence. Tourism, however, does not constitute valid grounds.

Extension of a residence permit

This form is for applying for either a permanent Finnish residence permit (P) or an EC residence permit (P-EY) for third-country nationals with long-term EC resident status. You are eligible for a permanent residence permit if you have lived in Finland on a continuous residence permit (A permit) for an uninterrupted period of four years. You are eligible for a P-EY residence permit if you have lived in Finland on a continuous residence permit (A permit) for an uninterrupted period of five years. If you are suspected of or have been found guilty of an offence, you may be denied a permanent residence permit or P-EY residence permit.

The permit extensions is usually applied for using the same form as for the first residence permit application. More detailed information relating to permit extensions, for example, the processing times, may be obtained from the police in the municipality of residence.
A residence permit card

This form is for you if you are applying for a residence permit card to show that you have a valid residence permit. You cannot apply for a residence permit using this form.

You need to have a residence permit card if:
- your passport in which your valid residence permit is entered expires, or
- your previous residence permit card expires, or
- your previous residence permit card is lost or stolen. -
You also need a new residence permit card if your personal information as entered in your passport changes or if the grounds for your residence permit change.

The application must be submitted to the local police in Finland.
